Route 15 Stakeholder Committee Members:
I am writing to inform you of two upcoming events that pertain to Route 15.
ROUTE 15 CONGESTION UPDATE, OCTOBER 19, 2017, BOARD OF SUPERVISORS BUSINESS MEETING, 5:00 PM:
An update to the Route 15 Congestion Report will be presented during the Board of Supervisors Business Meeting on October 19, 2017. This item summarizes the progress that has been made on the actions that the Board directed be taken during the May 18, 2017 Business Meeting which were: conduct a safety and operational study of Route 15 from Whites Ferry Road to the Maryland state line; conduct additional public workshops; establish a Stakeholders Committee; and initiate a revision to the Countywide Transportation Plan (CTP) to extend the limits of the four lane section of Route 15 from Tutt Lane to Montresor Road. Additionally, the item provides supplemental traffic analysis of these improvement alternatives: flyover ramp at King Street and roundabout at Whites Ferry Road/Raspberry Drive, and flyover ramp at King Street and bowtie roundabouts at Whites Ferry Road/Raspberry Drive.
THE ITEM MAKES FOUR RECOMMENDATIONS:
1. Staff recommends that the Board direct staff to work with the Virginia Department of Transportation (VDOT) to implement the Phase 1 interim improvement, to add a northbound auxiliary lane between the King Street merge and Tutt Lane, and to coordinate with VDOT to identify available funding for construction of the auxiliary lane.
2. Staff recommends that the Board direct staff to coordinate with the VDOT to administer the engineering design for the remaining phased improvements identified in the Route 15 Congestion Report and to utilize the remaining Federal and state funds from the Route 15 Corridor to fund the design, and
3. Staff recommends that the Board direct staff to refine the specific improvement alternatives, using the information collected through the public meetings, the technical analysis and coordination with the District Supervisors and once refined, report back to the Board for direction and selection of the specific improvements, and
4. Staff recommends that the Board authorize discussions with the Town of Leesburg to formally request funding assistance for improvements to Route 15 between Battlefield Parkway and King Street.
